Upgrades failure to report child abuse from a first-degree misdemeanor to a third-degree felony, punishable under sentencing guidelines in sections 775.082, 775.083, or 775.084.

Requires colleges, universities, and schools to report known or suspected child abuse occurring on campus or at sponsored events; imposes $1 million fines per failure, collected fines deposited to Rape Crisis Program Trust Fund.

Expands child abuse reporting methods to include web-based chat and text messaging; requires Department of Children and Family Services to study feasibility of text message reports and develop public awareness campaigns.

Creates relocation assistance program for sexual battery victims providing up to $1,500 per claim with $3,000 lifetime maximum; requires certification by rape crisis center and proof of safety plan development.

Requires all certified school personnel to complete continuing education training from Department of Children and Family Services on identifying and reporting child abuse and neglect; appropriates $1.5 million in recurring General Revenue Fund for sexual battery victim relocation assistance.
