Restructures the Department of Health by revising its purpose, eliminating the Officer of Women's Health Strategy, and reorganizing six divisions into five divisions including the new Division of Emergency Preparedness and Community Support and Division of Public Health Statistics and Performance Management.

Eliminates the Florida Drug, Device, and Cosmetic Trust Fund and the Nursing Student Loan Forgiveness Trust Fund from the Department of Health, transferring the nursing loan and scholarship programs to the Department of Education effective July 1, 2012.

Transfers responsibility for onsite sewage treatment and disposal system evaluation programs from the state to counties and municipalities containing first magnitude springs, with counties required to adopt ordinances by January 1, 2013, or opt out by majority vote.

Repeals numerous obsolete or redundant statutes including the Florida Health Services Corps, Women's Health Strategy Office, community health pilot projects, background screening requirements for health care professionals, and programs for osteoporosis prevention and brain tumor research.

Requires the Division of Medical Quality Assurance to develop an efficiency improvement plan to reduce licensure processing time by one-third and improve board meeting processes, with submission to the Governor and Legislature by November 1, 2012.
