Creates section 383.141 requiring health care providers to give pregnant women diagnosed with developmental disabilities via prenatal testing current information about the condition, test accuracy, and resources for support services including hotlines, resource centers, and developmental intervention services.

Establishes a Department of Health information clearinghouse on developmental disabilities and creates a 9-member advisory council (appointed by Governor, Senate President, and House Speaker) to provide technical assistance; council members serve 4-year terms, meet quarterly, and receive per diem and travel reimbursement.

Expands John M. McKay Scholarships for Students with Disabilities Program to require schools to provide information about the program to dependent children of U.S. Armed Forces members transferring to Florida schools.

Creates a 2-year pilot program in Charlotte, DeSoto, Manatee, and Sarasota school districts providing scholarships for students age 22 with disabilities to attend private schools while receiving supported employment services; maximum scholarship equals base student allocation multiplied by high school cost factor and district cost differential.

Requires private schools in the pilot program to annually report student progress, comply with anti-discrimination laws, meet health and safety codes, and provide documentation 30 days before quarterly payments; students must restrictively endorse scholarship warrants to employment service providers and cannot grant power of attorney.
