Establishes the Health Care Compact allowing member states to regulate health care within their borders and suspend conflicting federal laws, rules, and regulations regarding health care.

Requires member states to collectively seek Congressional consent for the compact to take effect, which requires adoption by at least two states before becoming effective.

Guarantees each member state receives federal funding equal to its "member state current year funding level" (based on 2010 baseline adjusted for population and inflation changes), funded as mandatory spending without annual appropriation conditions.

Creates the Interstate Advisory Health Care Commission composed of up to two representatives per member state to study health care regulation issues and provide non-binding recommendations to member state legislatures.

Allows member states to amend the compact by unanimous agreement without prior Congressional approval (effective unless Congress disapproves within one year) and permits withdrawal by any state with six months' notice to other member states.
