States the pilot program, established in 2011, has achieved pro-patient and pro-taxpayer outcomes with healthier patients, better health care outcomes, more plan options, and lower costs through competition.

Claims taxpayers have saved up to $118 million annually since the five-county pilot program began in 2006, with potential annual savings of $901 million if waivers are approved statewide.

Asserts Medicaid patients deserve greater control over health care decisions made by patients and their doctors rather than politicians and bureaucrats based on individual health care needs.

Requires copies of the memorial be sent to the President, U.S. Senate President, House Speaker, U.S. Secretary of Health and Human Services, and all Florida congressional delegation members.
