Increases cigarette surcharges in Florida, with rates varying by cigarette weight and package size, effective July 1, 2012.

Raises surcharge on packages of 10 or fewer cigarettes weighing 3 pounds or less from 50 cents to $1.

Raises surcharge on packages of 11-20 cigarettes weighing more than 3 pounds and longer than 6 inches from $4 to $5.

Establishes a separate fee rollback account within the Highway Safety Operating Trust Fund to deposit portions of surcharge revenue for potential rollback of fee increases enacted in chapter 2009-71, Laws of Florida.

Requires Florida Consensus Estimating Conference certification that adequate revenues exist in the fee rollback account before the Legislative Budget Commission may approve transfers for incremental fee rollbacks.
