Requires nongovernmental organizations receiving over $100,000 in state funds to submit detailed expenditure reports by June 30 of the fiscal year funds were received

Report must include detailed salary and compensation information for each employee, expenditures for vehicles, travel, education, media, technology, and a narrative describing how state appropriations were utilized

Excludes organizations providing Medicaid services under chapter 409 or transportation-related services under chapter 339 from reporting requirements

Reports must be submitted electronically and posted on the Florida Fiscal Portal website in form and manner prescribed by the President of the Senate and Speaker of the House

Requires state agencies to include compliance provisions in contracts with nongovernmental organizations receiving over $100,000 in state funds; effective July 1, 2012
