Exempts identifying information of donors and prospective donors to the motor vehicle insurance fraud direct support organization from public records requirements if they wish to remain anonymous.

Requires anonymity of donors to be maintained in the annual financial audit of the organization.

Subjects the exemption to the Open Government Sunset Review Act and repeals it on October 2, 2017, unless the Legislature reenacts it.

Establishes that motor vehicle insurance fraud has reached unprecedented levels in the personal injury protection insurance system, and donor anonymity is necessary to encourage private fundraising for anti-fraud efforts.

Takes effect on the same date as CS for SB 1860 or similar legislation, if adopted in the same legislative session and signed into law.
