Authorizes the Department of Agriculture and Consumer Services to pay the difference between rebate amounts previously approved under the Solar Energy System Incentives Program and amounts already paid to eligible applicants

Appropriates $26 million in nonrecurring General Revenue Fund money to the Department of Agriculture and Consumer Services for fiscal year 2012-2013 to implement these rebate payments

Specifies that applicants do not need to submit supplemental applications to receive these difference payments

Clarifies this act does not reinstate the expired Solar Energy System Incentives Program

Makes submission of false information to obtain additional rebate funds a theft offense punishable under Florida Statutes section 812.014
