Creates Section 287.0577, Florida Statutes to define bundled contracts and small businesses in state contracting.

Defines "bundled contract" as the consolidation of contracts for commodities or services (at least partially performable by small businesses) into a single contract unsuitable for award to a small business as prime contractor.

Defines "small business" as an independently owned, for-profit entity domiciled in Florida for at least 3 years with 25 or fewer employees and average annual gross sales not exceeding $3 million (licensed contractors), $500,000 (sole proprietorships with professional licenses), or $1 million (other entities), with net worth not exceeding $5 million.

Requires state agencies to accept as responsive a bid by a small business for a portion of a bundled contract.

Takes effect July 1, 2012.
