CS for SB 1880 - Human Trafficking

• Expands the Office of Statewide Prosecution and statewide grand jury jurisdiction to include all violations of chapter 787 (kidnapping and human trafficking) and related offenses occurring across multiple judicial circuits.

• Creates section 480.0535 requiring massage establishment employees and operators to present valid government identification upon request by investigators, with escalating penalties from second-degree misdemeanor for first violation to third-degree felony for third or subsequent violations.

• Repeals section 787.05 (unlawfully obtaining labor or services) and significantly revises section 787.06 to expand human trafficking definitions, increase penalties to first-degree felonies for trafficking involving coercion, and establish life felonies for trafficking of children under age 15 for commercial sexual activity.

• Increases criminal penalties for human smuggling from first-degree misdemeanor to third-degree felony and authorizes property forfeiture for human trafficking violations; expands sexual predator and sexual offender registration requirements to include certain human trafficking convictions.

• Authorizes wiretapping and interception of communications in human trafficking investigations and adds human trafficking offenses to the Criminal Punishment Code sentencing guidelines chart; effective July 1, 2012.
