Prohibits municipalities in Pinellas County from annexing unincorporated territory within the defined East Lake Tarpon Community boundaries unless approved by majority vote in a community-wide referendum.

Allows individual property owners to voluntarily annex into a municipality under Florida Statutes section 171.044 without requiring the community referendum.

Establishes legal boundaries of the East Lake Tarpon Community using detailed metes and bounds description referencing township sections, county lines, lakes, and the Anclote River, excluding areas already annexed into Oldsmar or Tarpon Springs.

Expires September 30, 2022.
