Creates a new Core Court System Clearing Trust Fund mechanism requiring the Department of Revenue to transfer all court-related revenue (filing fees, fines, court costs, bond forfeitures, interest, and service charges) collected under the court fee manual to this fund.

Mandates the Chief Financial Officer deposit 1/12 of the annual legislative appropriation into the State Courts Revenue Trust Fund, Clerks of Court Trust Fund, and Court Education Trust Fund by July 1, 2012, and replenish these amounts on the first day of each fiscal year thereafter.

Establishes priority distribution requiring monthly cash transfers to the three core court trust funds before any other payments or transfers from the Core Court System Clearing Trust Fund, with remaining revenue distributed to other trust funds and General Revenue Fund on a pro rata basis if collections are insufficient.

Redirects various Supreme Court and district court filing fees from the General Revenue Fund to the State Courts Revenue Trust Fund, including fees for notices to invoke discretionary jurisdiction, cross-notices, and motions to intervene.

Requires mediator and arbitrator certification fees to be deposited into the State Courts Revenue Trust Fund rather than retained by the Supreme Court.
