Creates the Core Court System Clearing Trust Fund as a clearing fund administered by the Chief Financial Officer to disburse court-related revenue to the state courts system, circuit court clerk offices, and the Court Education Trust Fund.

Designates fund moneys for activities of the core court system and other purposes allowed by law, with transfers and distributions made according to priority provisions in section 29.31(4).

Establishes the fund as a clearing trust fund exempt from termination under article III, section 19(f)(3) of the State Constitution.

Takes effect July 1, 2012, contingent upon passage of Senate Bill 1962 or similar legislation in the same legislative session and requires a three-fifths vote of both legislative houses for enactment.
