Requires severance pay provisions in all school district employment contracts to comply with state limitations on extra compensation and bonuses under s. 215.425.

Mandates school districts with low-performing elementary schools to provide an additional hour of intensive reading instruction daily using supplemental academic instruction and research-based reading instruction funds for the 2012-2013 and 2013-2014 fiscal years.

Revises charter school administrative fee calculations to allow 5 percent of available funds for most students, but requires calculation based on unweighted full-time equivalent students when 75 percent or more of enrollment consists of exceptional students.

Extends class size maximum calculations through the 2013-2014 fiscal year at 50 percent of the base student allocation adjusted by district cost differential, then increases to full base allocation beginning in 2014-2015 fiscal year.

Establishes comprehensive funding requirements for juvenile justice education programs including weighted program funding, supplemental allocations, exceptional student education funding, and proportionate local effort shares.

Authorizes the Commissioner of Education to waive the two-year requirement for purchasing current instructional materials if content is provided through alternative means and to grant facility survey validation waivers when substantial cost savings can be achieved.
