Department of Revenue shall establish and implement a One-Stop Business Registration Portal website by January 1, 2013, providing a single entry point for businesses to submit license, registration, and permit applications to state agencies.

Portal enables individuals and businesses to file required documents and remit various fees (application, license, registration, permit, and filing fees) to state departments and agencies through one online location.

Department of Revenue may competitively contract for development and maintenance of the portal and shall receive annual cooperation from the Departments of Business and Professional Regulation, Economic Opportunity, Financial Services, the Lottery, Management Services, and State.

Department of Revenue must submit annual reports to the Governor and Legislature beginning January 1, 2013, detailing portal activities and including plans for expanding the system to include local government licenses and registrations.

Information collected through the portal that is not otherwise confidential does not become confidential by virtue of collection through the portal; repeals the One-Stop Permitting System Grant Program and related programs.
