Creates section 215.1995, Florida Statutes, establishing the One-Stop Business Registration Portal Clearing Trust Fund within the Department of Revenue.

Designates the trust fund as a depository for fees paid through the One-Stop Business Registration Portal (established under s. 288.109) with subsequent transfer or distribution to appropriate agencies and accounts.

Requires the Department of Revenue to transfer or distribute moneys in the trust fund to appropriate agencies and accounts in the month following receipt.

Sets the trust fund termination date as July 1, 2016, unless terminated sooner, with review required before scheduled termination per s. 215.3206(1) and (2).

Takes effect July 1, 2012, contingent upon passage of SB 1976 or similar legislation in the same legislative session.
