Creates Division of Drugs, Devices, and Cosmetics within the Department of Business and Professional Regulation, transferring regulatory authority from the Department of Health.

Terminates the Florida Drug, Device, and Cosmetic Trust Fund effective November 1, 2012, transferring all remaining balances and future revenues to the Professional Regulation Trust Fund.

Redirects all fees, fines, administrative penalties, and collections related to drug, device, and cosmetic regulation to the Professional Regulation Trust Fund instead of the separate dedicated trust fund.

Requires the Department of Business and Professional Regulation to submit a report by January 15, 2013 to legislative committees with recommendations on eliminating the program's operating deficit, improving licensure renewal efficiency, and regulating the program under chapter 455.

Updates all statutory references throughout Florida law to reflect the transfer of regulatory authority from the State Surgeon General/Department of Health to the Secretary of Business and Professional Regulation.
