Abolishes the Agency for Enterprise Information Technology and transfers all powers, duties, functions, personnel, and funds to the newly created Agency for State Technology by type two transfer.

Creates the Agency for State Technology under section 20.70, headed by the Governor and Cabinet, with an executive director serving as state Chief Information Officer, requiring specific qualifications including 10+ years IT experience and executive-level leadership.

Transfers the Northwood and Southwood Shared Resource Centers from the Department of Management Services to the Agency for State Technology, and establishes the Fletcher Shared Resource Center within the Department of Financial Services.

Requires the Agency for State Technology to develop a biennial State Information Technology Resources Strategic Plan, create a road map for enterprise IT service consolidation by August 30, 2013, and submit comprehensive transition plans by October 15 of each year.

Suspends data center consolidations for fiscal year 2012-2013, with consolidations to resume in 2013-2014 and be completed by June 30, 2018; requires state agencies to obtain written approval before creating new computing services or transferring services to providers other than the Agency for State Technology.
