Revises definitions of "regularly established position" and "temporary position" for water management district employees in the state retirement system, effective October 1, 2012, based on whether positions are authorized in the district's final adopted budget.

Authorizes the Legislature to set maximum millage rates or property tax revenue for water management districts annually; removes the requirement that revenues revert to prior year amounts if not set by July 1, and eliminates specific 2011-2012 fiscal year revenue caps.

Requires each water management district to submit preliminary budgets by January 15 for legislative review, including detailed justifications for expenditures, core mission area analysis, and water supply adequacy assessments; allows districts to proceed with budget development if Legislature takes no action by July 1.

Establishes new budget control and amendment procedures, including Executive Office of the Governor review and approval for amendments exceeding $1 million and for unanticipated funds; grants Legislative Budget Commission authority to reject specific budget proposals including land purchases over $10 million and debt issuance.

Allows water management districts to own and operate public information systems displaying public service announcements and sponsor messages, exempt from local government approval and outdoor advertising regulations, funded solely by private sponsors.
