Increases annual research funding caps from $500,000 to $750,000 per university for the University of Florida and University of Miami brain and spinal cord injury research programs.

Creates an Internet-based eligibility determination system for Medicaid and Kidcare programs to be completed by October 1, 2013, and implemented by January 1, 2014, with specific business objectives including online applications, automatic enrollment, and modified adjusted gross income calculations.

Limits nonpregnant adults' hospital emergency department visits to 6 per fiscal year effective August 1, 2012, and requires development of a plan to convert inpatient hospital rates to a prospective payment system with a deadline of December 1, 2012.

Authorizes the Agency for Health Care Administration to accept voluntary intergovernmental transfers from counties and municipalities to fund special Medicaid hospital payments, while restricting inclusion of these costs in prepaid health plan capitation rates.

Removes the Adult Day Health Care Waiver from long-term care Medicaid waiver programs and eliminates prohibitions preventing children eligible for state health benefit plans from receiving Florida Kidcare subsidized program services.
