Redefines "support coordinator" to include contracting with the agency and adds responsibility for locating or developing employment opportunities for clients with developmental disabilities.

Requires the Agency for Persons with Disabilities to review waiver support coordinators' performance using specific criteria including health/safety protection, employment assistance, resource utilization, and cost-effectiveness, with authority to impose sanctions or grant exemptions from annual reviews.

Establishes that waiver funding is the funding source of last resort and requires clients to exhaust all available nonwaiver services, family resources, private resources, and community resources before using iBudget funds.

Modifies the iBudget system implementation to eliminate the phase-in process limitation and establishes that clients' initial iBudget amounts cannot be less than 50 percent of their existing annualized cost plan, with adjustments allowed within $1,000 of current cost plans.

Creates section 393.28 to authorize the Agency for Persons with Disabilities to adopt and enforce sanitation standards for food service and environmental health in licensed facilities, including authority to contract for inspections and impose sanctions for violations.
