Establishes Florida Polytechnic University as an independent state university separate from the University of South Florida Polytechnic, requiring it to meet criteria including regional accreditation, minimum 1,244 FTE enrollment, and completion of facilities by December 31, 2016.

Transfers all property, assets, contracts, funds, and the Florida Industrial and Phosphate Research Institute from University of South Florida to Florida Polytechnic University, with remaining USF Polytechnic programs transferring back to University of South Florida.

Requires students enrolled at USF Polytechnic to be afforded the opportunity to complete their degrees at the University of South Florida and allows USF to use space at the Lakeland joint-use facility under mutual agreement.

Designates University of Florida as advisory/consulting resource for Florida Polytechnic University in science, technology, engineering, and mathematics disciplines.

Appropriates $6 million to USF College of Pharmacy and $10 million to USF for education and general activities in fiscal year 2012-2013 to support student transitions.
