Authorizes state agencies to impose liens on real property by recording a final order in county official records or judgment lien records, the same process previously available only for court judgments and orders.

Requires that the address of the person holding the lien be contained in the judgment, order, decree, or final order of the state agency, or on a separate affidavit recorded simultaneously with the document.

Establishes that liens created under this section last for an initial period of 10 years from the date of recording and may be extended for additional 10-year periods by rerecording the certified copy and filing a current address affidavit before expiration.

Permits liens to be transferred from real property to other security through deposits of money or surety bonds, with service charges of up to $15 for the clerk's certificate of transfer and up to $7.50 per additional lien for multiple transfers.

Takes effect July 1, 2012, and applies to all court judgments, orders, and decrees as well as final orders issued by state agencies that constitute a lien on real property.
