FL S2016

Re-creates the North Lake County Hospital District as a special taxing district governed by a 6-member board of trustees with 4-year terms limited to a maximum of 8 years, with 3 trustees required to reside in the Northeast Territory and 3 in the Northwest Territory.

Authorizes the district to levy an ad valorem tax not exceeding 1 mill on the dollar of nonexempt property value to fund indigent care provided by licensed hospitals and primary care clinics physically located within the district.

Restricts tax fund uses to district administration, indigent care payments to qualified providers, grant maximization, county service contracts, and millage reductions; prohibits use for provider business overhead, capital expenditures, or care costs exceeding Medicare payment rates.

Requires fiscal transparency through annual audited financial statements, published financial reports, provider audits for payments exceeding 10 percent of tax revenue, and annual reports to the Lake County Legislative Delegation detailing patient data and provider information.

Sets the district to expire at the end of its 2017 fiscal year unless voters approve continuation in a 2016 referendum; if dissolved, all district property transfers to and indebtedness transfers to Lake County Board of County Commissioners, with continuation votes required every 10 years thereafter.
