Re-creates the Capital Collateral Regional Counsel Trust Fund within the Justice Administrative Commission, which was scheduled to terminate on July 1, 2013 under state constitutional mandate.

Specifies that the trust fund receives compensation and reimbursements from the Federal Government under 18 U.S.C. § 3006A for legal representation in state and federal capital postconviction proceedings for indigent death row inmates.

Designates the Capital Collateral Regional Counsels, administratively housed in the Justice Administrative Commission, to administer the trust fund.

Removes provisions requiring the trust fund's termination review and sunset, allowing the fund to continue indefinitely.

Takes effect July 1, 2013.
