Terminates two trust funds within the Department of Transportation: the Everglades Parkway Construction Trust Fund (FLAIR 55-2-199) and the Jacksonville Transportation Authority Project Construction Trust Fund (FLAIR 55-2-413), which have no remaining balances and will generate no future revenues.

Terminates the Federal Law Enforcement Trust Fund within the Department of Transportation (FLAIR 55-2-719) and transfers all remaining balances and revenues to the Federal Law Enforcement Trust Fund in the Department of Highway Safety and Motor Vehicles.

Requires the Department of Transportation to pay any outstanding debts and obligations of the terminated trust funds, and requires the Chief Financial Officer to close out and remove the funds from state accounting systems using generally accepted accounting principles.

Repeals section 339.082, Florida Statutes (relating to the Federal Law Enforcement Trust Fund), paragraph (k) of subsection (6) of section 932.7055, Florida Statutes (relating to trust fund depositories), and paragraphs (b) and (f) of subsection (2) of section 2 of chapter 2004-235, Laws of Florida (relating to exemptions from termination).

Effective date: July 1, 2012.
