Delays inclusion of cost-benefit analyses, business case analyses, and performance standards in legislative budget requests for outsourcing projects until after the contract is executed, if the outsourcing is expressly required by law.

Requires agencies to publicly publish business cases for outsourcing projects exceeding $10 million on the agency's website before issuing solicitations.

Exempts contracts for outsourcing or privatizing correctional facility operations that are expressly directed by the General Appropriation Act or other law from standard Department of Corrections contractual requirements.

Effective date is July 1, 2012.
