Changes the department name from "Department of Children and Family Services" to "Department of Children and Families" throughout Florida Statutes.

Reorganizes the department geographically into "circuits" and "regions" aligned with judicial circuits, replacing the previous "program offices" and "service districts" structure.

Establishes a Director for Substance Abuse and Mental Health (appointed by the secretary) to head the state's Substance Abuse and Mental Health Program Office.

Abolishes service districts, the prototype region structure, and the exemption from competitive bids for health services involving examination, diagnosis, or treatment.

Requires the Legislature to adopt conforming legislation during the 2013 regular session and makes the act effective July 1, 2012.
