Transfers certification authority for domestic violence centers from the Department of Children and Family Services to the Florida Coalition Against Domestic Violence, with the department retaining initial approval authority.

Requires new domestic violence centers to demonstrate unmet need in their service area and describe efforts to avoid service duplication before receiving certification.

Eliminates the certification and monitoring system for batterers' intervention programs (repeals s. 741.327) and establishes instead that such programs must meet specified requirements including victim safety focus, 29-week minimum length, and psychoeducational content based on power and control tactics.

Requires the coalition to submit annual reports on domestic violence to the Legislature, including information on homicides and fatality review teams, and assigns fatality review teams to the coalition for administrative purposes.

Specifies that domestic violence centers cannot receive coalition funding for services exempted from certification requirements, and establishes the coalition's duties in implementing, administering, and evaluating domestic violence services statewide.
