Transfers all powers, duties, functions, records, personnel, property, contracts, and unexpended appropriations of the Florida Council on Military Base and Mission Support to the Florida Defense Support Task Force within the Department of Economic Opportunity using a type two transfer.

Repeals section 288.984, Florida Statutes, which established the Florida Council on Military Base and Mission Support.

Updates references in section 163.3175 to designate the Florida Defense Support Task Force as the entity authorized to recommend legislative changes regarding military installations and incompatible land uses.

Transfers public records and meetings exemptions from the Florida Council on Military Base and Mission Support to the Florida Defense Support Task Force for sensitive military base information.

Changes administrative oversight from the Office of Tourism, Trade, and Economic Development to the Department of Economic Opportunity, with the department director serving as ex officio nonvoting executive director of the task force and an annual cap of $200,000 available for task force staffing and administrative expenses.
