Amends section 364.107 to make personal identifying information of Lifeline Assistance Plan participants held by the Public Service Commission confidential and exempt from public records requirements.

Allows release of exempt information to telecommunications carriers for eligibility verification, auditing, and administration of the Lifeline Assistance Plan.

Extends the prohibition on intentional disclosure of confidential information to include officers and employees of the Public Service Commission, in addition to telecommunications carrier employees.

Establishes a second-degree misdemeanor penalty for intentional violation of the disclosure restrictions.

Removes the scheduled repeal date of October 2, 2012, making the exemption permanent and removing it from the Open Government Sunset Review Act requirements.
