Repeals eight state advisory councils and agencies including the Florida State Employee Wellness Council, Small Business Regulatory Advisory Council, Office of Small Business Advocate, and Florida Institute for Nuclear Detection and Security.

Transfers duties of the Small Business Regulatory Advisory Council to the rules ombudsman in the Executive Office of the Governor, including review of proposed rules affecting small businesses.

Requires agencies to notify the rules ombudsman at least 28 days before adopting rules that affect small businesses and to consider regulatory alternatives offered by the ombudsman within 21 days.

Eliminates the provision allowing the Small Business Regulatory Advisory Council to request the Office of Program Policy Analysis and Government Accountability to study and report on rejected regulatory alternatives.

Takes effect July 1, 2012.
