• Adds factors for the Public Service Commission to consider in reviewing electric utilities' 10-year site plans, including renewable energy production, purchases, and capacity impacts.

• Allows local government infrastructure surtax proceeds to fund loans, grants, or rebates for residential and commercial property owners making energy efficiency improvements, subject to local referendum approval.

• Establishes tax exemptions and credits for renewable energy technologies, including biodiesel, ethanol, and other renewable fuels, with $1-10 million annual limits and first-come, first-served application processes expiring July 1, 2016.
