Urges Congress to call a constitutional convention under Article V for the sole purpose of proposing a balanced budget amendment to the U.S. Constitution.

Specifies the amendment should require total federal outlays not exceed total receipts each fiscal year, with a two-thirds congressional vote needed to waive limits except during war or military conflict.

Prohibits tax or revenue increases as part of the amendment and allows provisions to take effect within specified time periods.

Supersedes all previous Florida memorials and resolutions on balanced budget amendments, including those from 1976, 1988, and 2010.

Automatically revokes and nullifies this resolution if used to call or conduct a convention for any constitutional amendment purpose other than requiring a balanced federal budget.
