SPB 7016 - Juvenile Justice Education and Workforce Programs

• Establishes minimum standards for juvenile justice education programs, including virtual course offerings, industry-certified instructors, and consideration of youth's age, interests, and abilities before placement.

• Creates the Florida Juvenile Justice Education Act requiring programs to collaborate with regional workforce boards and postsecondary institutions to provide workforce training leading to industry certifications in high-demand occupational areas.

• Implements performance rating system (high, adequate, or failing) for school districts and private providers based on student outcomes including industry certification attainment, high school diploma completion, job placement, and learning gains in reading and mathematics.

• Requires school districts and providers to develop transition and reintegration plans for each youth to coordinate academic, workforce, and social services upon release, with accountability extending until youth are released from department supervision.

• Mandates the Department of Juvenile Justice submit annual reports to the Governor and Legislature by December 31st detailing education performance outcomes, provider ratings, and recommendations for improvement.
