Implements the 2012-2013 General Appropriations Act with technical and administrative provisions governing state agency operations, fund transfers, and budget management for the fiscal year.

Reorganizes Department of Children and Family Services into "circuits" and "regions" aligned with judicial circuits, and specifies how mental health and substance abuse service funds must be allocated by prioritizing crisis stabilization and detoxification services.

Authorizes fund transfers between state agencies for fixed capital outlay projects for public schools, university campuses, data center consolidation, and risk management insurance, subject to legislative notice and objection procedures.

Restricts state employee travel to mission-critical activities approved by agency heads, prohibits Department of Transportation from issuing bonds for Wekiva Parkway, and requires all state agencies to vacate Koger Executive Center space in Tallahassee by December 31, 2012.

Establishes reimbursement limitations for Department of Juvenile Justice healthcare payments at no more than 110 percent of Medicare allowable rates, with exceptions for hospitals with negative operating margins, and caps legislative salaries at July 1, 2010 levels for the 2012-2013 fiscal year.
