Reassigns the State of Florida Correctional Medical Authority from administrative oversight under the Department of Health to the Executive Office of the Governor.

Requires the Correctional Medical Authority to contract with the Executive Office of the Governor for administrative support services including purchasing, personnel, and budgetary matters.

Maintains the authority's independence by specifying it is not subject to control, supervision, or direction by the Executive Office of the Governor or Department of Corrections.

Deletes the obsolete provision requiring that qualifications for authority members apply only to appointments made after July 1, 1996.

Transfers all powers, duties, functions, records, personnel, property, contracts, and administrative rules related to the Correctional Medical Authority from the Department of Health to the Executive Office of the Governor, effective July 1, 2012.
