Amends regional conflict counsel appointment procedures to require the Supreme Court Judicial Nominating Commission recommend 3-6 candidates instead of 3, and requires sitting counsel who reapply to be included in the nominee list unless removed or disqualified.

Requires each regional counsel to designate a chief assistant to assume duties if the regional counsel becomes unable to serve until a replacement is appointed.

Changes clerk of court authority regarding indigency determination from mandatory ("shall") to discretionary ("may") when conducting property record reviews for public defender applicants.

Establishes procedures for court-appointed counsel seeking compensation exceeding statutory limits in criminal cases, with separate budget category funding for amounts exceeding flat fees.

Authorizes guardian ad litem volunteers to transport children in dependency cases but prohibits programs or courts from requiring such transportation; allows counties to fund additional guardian ad litem positions through agreements with the Statewide Guardian Ad Litem Office.

Requires clerk of court and Florida Clerks of Court Operations Corporation to submit local traffic surcharge reports in electronic format to the Governor, legislative leadership, and county commissioners.
