Creates s. 29.31, F.S. establishing the Core Court System Clearing Trust Fund to receive all court-related revenue collected by the Department of Revenue, including filing fees, fines, court costs, bond forfeitures, and service charges.

Requires the Chief Financial Officer to deposit 1/12 of the annual legislative appropriation into the State Courts Revenue Trust Fund, Clerks of Court Trust Fund, and Court Education Trust Fund by July 1, 2012, and replenish these amounts on the first day of each fiscal year.

Prioritizes distribution of court-related revenue to the State Courts Revenue Trust Fund, Clerks of Court Trust Fund, and Court Education Trust Fund before any other payments or transfers from the clearing trust fund are made.

Redirects certain filing fees and charges collected by the Clerk of the Supreme Court and clerks of district courts of appeal from the General Revenue Fund to the State Courts Revenue Trust Fund, including fees for notices invoking discretionary jurisdiction and motions to intervene.

Requires fees for mediator and arbitrator certification and renewal to be remitted to the Department of Revenue for deposit into the State Courts Revenue Trust Fund rather than being retained by the Supreme Court.
