Transfers and renumbers section 938.25 to section 938.055, establishing an assessment on defendants convicted or pleading guilty to violations of chapters 775-896 (criminal offenses).

Requires courts to assess $100 additional amount against defendants when services of a local county-operated crime laboratory are used in investigation or prosecution of the offense.

Directs assessment proceeds to be paid to the clerk of court, forwarded to the Department of Revenue, and deposited in the Operating Trust Fund of the Department of Law Enforcement for use by the statewide criminal analysis laboratory system.

Updates cross-references in sections 921.187 and 943.361 to reflect the renumbering of section 938.25 to 938.055.
