Creates section 29.32, Florida Statutes, establishing the Core Court System Clearing Trust Fund administered by the Chief Financial Officer as a clearing fund for court-related revenue.

Directs trust fund moneys to disburse court-related revenue to the state courts system, circuit court clerk offices, and the Court Education Trust Fund for funding core court system activities.

Designates the trust fund as a clearing trust fund exempt from termination under section 19(f), Article III of the State Constitution.

Requires distributions from the trust fund to follow priority provisions established in section 29.31(4).

Takes effect July 1, 2012, contingent upon passage of Senate Bill ____ (or similar legislation) and requires three-fifths vote approval in both legislative chambers.
