Requires severance pay provisions in all school district employment contracts to comply with state limitations on extra compensation under s. 215.425, replacing the previous 1-year salary cap for both district employees and superintendents.

Mandates each district school board enter into an interlocal agreement to establish the School District Consortium for maximizing purchasing power for goods and services.

Revises charter school administrative fee calculations so that fees for charter schools with 75% or more exceptional students are based on unweighted full-time equivalent students rather than weighted students.

Requires school districts with low-performing elementary schools to use supplemental academic instruction and reading instruction funds to provide one additional hour of intensive reading instruction per day for the entire school year during 2012-2013 and 2013-2014 fiscal years.

Extends class size calculation deadlines through 2013-2014 fiscal year at 50% of base student allocation adjusted by district cost differential, with full allocation beginning in 2014-2015 fiscal year.
