Renames the One-Stop Permitting System to the One-Stop Business Registration Portal and requires the Department of Revenue to establish and implement an Internet website by January 1, 2013

Portal provides a single point of entry for individuals and businesses to complete applications, file documents, and remit payments for licenses, registrations, permits, and fees to state agencies

Requires the Departments of Business and Professional Regulation, Economic Opportunity, Financial Services, the Lottery, Management Services, and State to participate in the portal

Department of Revenue must submit annual reports to the Governor and Legislature beginning January 1, 2013, including activities, accomplishments, and plans to expand the portal to local governments

Repeals sections 288.1092, 288.1093, and 288.1095 relating to the One-Stop Permitting System Grant Program, Quick Permitting County Designation Program, and permitting system information requirements
