Creates a Division of Drugs, Devices, and Cosmetics within the Department of Business and Professional Regulation, effective November 1, 2012.

Terminates the Florida Drug, Device, and Cosmetic Trust Fund and transfers its current balance and all future revenues to the Professional Regulation Trust Fund, with outstanding debts to be paid by the department.

Transfers regulatory authority over drugs, devices, and cosmetics (Chapter 499, Florida Statutes) from the Department of Health to the Department of Business and Professional Regulation, including updating references to the Secretary of Business and Professional Regulation instead of the State Surgeon General.

Requires the Department of Business and Professional Regulation to submit a report by January 15, 2013 to specified legislative committees with options and recommendations regarding the Drugs, Devices, and Cosmetics Program's operating deficit, licensure renewal alignment, and regulation under Chapter 455.

Changes bond payees for wholesale distributor permits from the Florida Drug, Device, and Cosmetic Trust Fund to the Professional Regulation Trust Fund, and redirects all fees, fines, and penalties to the Professional Regulation Trust Fund.
