• Revises maximum millage rates for five water management districts, with rates ranging from 0.04 to 0.80 mills for core mission areas (water supply, water quality, flood protection, natural systems).

• Creates new legislative budget review process requiring districts to submit preliminary budgets by December 15, with the Legislature separately setting maximum millage rates or revenue limits for regulation, outreach, management, and administration programs (capped at 20 percent of total budget).

• Establishes that if the Legislature fails to set revenue limits for non-core programs, districts cannot fund those activities during the next fiscal year.

• Requires districts to obtain prior Legislative approval before incurring additional bonded indebtedness and mandates that debt service be the first funding obligation.

• Imposes new budget amendment controls requiring Executive Office of the Governor approval for amendments exceeding $1 million and mandates monthly financial statements be posted on district websites.
