Redefines "support coordinator" to require contracting with the agency and adds responsibility for locating or developing employment opportunities for clients.

Requires the Agency for Persons with Disabilities to review waiver support coordinators' performance against established criteria, with authority to recognize superior performance through exemptions from annual reviews or impose sanctions including caseload reductions, financial penalties, or termination.

Designates the waiver as the funding source of last resort and requires clients to exhaust all available nonwaiver services before using iBudget funds.

Modifies the iBudget system to ensure clients with developmental disabilities (not only Down syndrome) receive individualized budgets, with minimum initial iBudget amounts set at 50 percent of existing annualized cost plans and flexibility in service type, amount, and duration.

Creates new section 393.28 authorizing the Agency for Persons with Disabilities to adopt and enforce sanitation standards for food service and environmental health in facilities it licenses, with authority to contract for inspections and impose sanctions for violations.
