Delete provisions creating the University of South Florida Polytechnic and transfer all property, licenses, contracts, funds, and staff positions to either the Florida Polytechnic University or the University of South Florida.

Require Florida Polytechnic University to meet specific criteria by December 31, 2016, including regional accreditation, minimum 1,244 FTE enrollment, completion of specified facilities, and ability to provide key administrative services.

Allow University of South Florida Polytechnic students to complete their degrees at the University of South Florida and transfer all federal communications license leases in Polk County to Florida Polytechnic University with associated revenues.

Authorize university boards of trustees to expend reserve balances from prior years for capital outlay projects for new campuses during fiscal years 2011-2012 through 2022-2023.

Appropriate $25 million in recurring General Revenue Fund to the University of South Florida for implementing the act, held in reserve until property transfers and other provisions are certified as complete.
