SPB 7102 Summary

• Repeals sunset provisions from prior law to make permanent amendments to affordable housing funding statutes and documentary stamp tax distributions.

• Reclassifies the Florida Housing Finance Corporation as a state agency within the Department of Economic Opportunity, effective July 1, 2013, and removes entrepreneurial corporation designations.

• Consolidates housing program fund deposits into the State Housing Trust Fund and makes expenditures subject to legislative appropriation, except for federal Hardest-Hit Fund program moneys which remain outside state treasury.

• Eliminates the Florida Ready to Work Certification Program and removes requirements for high school diploma designations reflecting this credential.

• Directs the Department of Economic Opportunity to prepare conforming legislation by October 1, 2012, and allocates sales and admissions tax proceeds from Kennedy Space Center and Cape Canaveral sales to the Florida Institute of Technology for space exploration research.
