Transfers control of the Mid-Bay Bridge Authority system to the Florida Turnpike Enterprise, including all assets, facilities, and bond liabilities, with the Turnpike Enterprise making annual payments up to $1 million per year to repay $16.1 million in long-term debt.

Redirects revenue from motor vehicle registration fees, title fees, and license taxes to the State Transportation Trust Fund instead of the General Revenue Fund, with allocated funds designated for seaports, Turnpike Enterprise, transportation disadvantaged services, and other transportation projects.

Establishes debt management requirements limiting department commitments to 20 percent of available revenues by fiscal year 2017-2018 and requires reporting to state leadership on debt obligations and public-private partnership projects.

Creates new authorization for economic development transportation projects and contractor-financed projects requiring departmental approval based on job creation, capital investment, and community benefit criteria.

Transfers the Beachline-East Expressway to the Turnpike system and allocates any acquisition funds to construction of the Wekiva Parkway, a highway between State Road 429 and Interstate 4; exempts the Wekiva Parkway from certain mitigation requirements.
